Municipality of Lelystad: applying for special social assistance
Please note: you can apply for bijzondere bijstand (special social assistance) only if you live in the Netherlands and are registered with the municipality of Lelystad.
You can apply for special social assistance from the municipality if you:
- live in the municipality of Lelystad;
- incurred the costs in the Netherlands.
- You live in Lelystad and are 18 years of age or older;
- You are a Dutch national or hold a valid residence permit;
- You receive benefits or have a low income;
- The costs must be exceptional.
- This means that they are costs you do not normally incur, but which you are now required to incur due to circumstances;
- The costs must be necessary. This means that you must incur those costs. In some cases, a doctor or other expert must first determine this necessity;
- The costs are no older than 4 weeks;
- The costs are not reimbursed, or only partially reimbursed, by other agencies;
- You must first have tried all other options to get the costs reimbursed; You have not been able to save. You have no or little assets.
When applying for special assistance, it is important that you include supporting documents. We need these to process your application. The specific documents we require depend on what you are applying for. The digital application form indicates which supporting documents you must attach.

Are you single? Then follow this link to the citizen portal Mijn Uitkering. Do you have a partner? Then follow this link to the citizen portal Mijn Uitkering.
To manage your applications and notifications digitally, you need a DigiD code. This also applies to your potential partner. Do you not have a DigiD code yet, or have you lost your code? Then request a DigiD code (again)
The municipality will send you a letter within 8 weeks. It will state whether you will receive special social assistance and how much you will receive. It will also state whether you will receive special welfare assistance in the form of a loan or non-repayable allowance.
Do you disagree with this decision? Then you can lodge an objection within six weeks. The period begins on the date stated on the letter containing the decision. Ensure that you lodge an objection on time. Otherwise, we cannot process your objection. You send your notice of objection to the Municipal Executive of the Municipality of Lelystad, P.O. Box 91, 8200 AB Lelystad.
Your objection must in any case contain the following information:
- your name and address;
- the date on which you write the objection;
- your signature(s); -
a clear description of the decision against which you are objecting (for example, you can mention the date and reference number of the letter or enclose a copy);
- the reason why you disagree with the decision.
You may also submit a pro forma objection. This means that you submit an objection within six weeks and that you submit the reason why you disagree with the decision at a later date.
In addition, we would like to receive the following information from you:
- your telephone number
- your email address
If someone else submits the notice of objection on your behalf, you must issue an authorization.
It is also possible to submit your notice of objection electronically. To do so, go to www.lelystad.nl/bezwaar. You will also find more information there about submitting an objection.
Submitting a notice of objection by email is not possible.

2. By phone: Call us at +31 320 279320. You can do this from Monday to Friday between 8:30 AM and 5:00 PM.
3. In person:
- Do you have an appointment, do you want to submit documents, or pick up an application form? Then report to the information desk in the city hall. This is possible from Monday to Friday from 8:30 AM to 5:00 PM.
-Do you have a question? Then you can drop by without an appointment. You can do this from Monday to Thursday from 9:00 AM to 12:00 PM at counter 7.
