You can apply for an Attestatie de vita (certificate of life) from the municipality where you live and are registered. Someone else cannot do it for you.
You pay for an Attestation de vita. It is free if you bring proof of your pension fund / benefits agencies from abroad.
You will receive the certificate immediately.
