Municipality of Lelystad: applying for an allowance for own contribution to childcare costs

Please note: You can only apply for the childcare allowance personal contribution if you live in the Netherlands and are registered with the Municipality of Lelystad. 

Childcare allowance and any supplement

You are entitled to childcare allowance from the Tax and Customs Administration if you work, are following an education program, or are participating in a program to increase your chances of employment, such as a reintegration program or a mandatory civic integration course. This also applies to your partner. Furthermore, the child or children must attend a nationally registered childcare facility.

Through the childcare allowance from the Tax and Customs Administration, the government pays a certain percentage of the childcare costs you incur. The amount of this percentage depends on: 1.Your income (so the lower the income, the higher this percentage is); 2.The number of children you have; 

3.and the age of the children.

 You can apply for the childcare allowance from the Tax and Customs Administration via the website of the Tax and Customs Administration. 

 In some situations, you can receive extra help from the municipality to pay for childcare costs. This is also possible if you receive childcare allowance from the Tax and Customs Administration. You can receive this extra reimbursement if you need childcare for your child(ren) because:

-You are a parent who, for social and/or medical reasons, cannot provide adequate care for your children; 

-You have an income from employment, supplemented by general social assistance under the Participation Act (PW);

- You receive a benefit under the PW, IOAW/IOAZ, or Anw and make use of a facility aimed at employment integration (municipal reintegration program); 

-You are under the age of 18, are attending schooling or training, or The parent who is registered as a student. 

Social Medical Indication (SMI)

Do you or your partner have health problems or other social issues? And are you unable to work as a result, nor can you properly care for your child(ren)? Then you can apply to the municipality for a Social-Medical Indication (SMI). Is this the case for you? Then the municipality can contribute to the costs of childcare. The municipality will reimburse a maximum of the percentage determined annually by the Tax and Customs Administration for the child with the highest childcare costs. For subsequent children, the municipality can reimburse up to 100% of the costs.

The SMI is a maximum of 5 half-days per week. This is based on the maximum hourly rate set by the central government (see www.toeslagen.nl). The amount of the contribution depends on your income. The municipality seeks advice from experts. They can assess whether childcare is medically necessary. You will receive a childcare allowance based on a social-medical indication (SMI) if the following rules apply to you:

1. The social-medical indication (necessity) can be established by a designated authority.

2. There are no other persons who are at home during the day and could potentially care for the child.

3. You may never sign a contract with the childcare organization before the social-medical indication (SMI) has been issued! This is because the municipality pays a large part of the costs.

You will receive a letter informing you of the outcome within 8 weeks of your application. What happens if the application is incomplete or more time is needed for the investigation? Processing may take longer than 8 weeks in such cases.

Do you disagree with this decision? Then you can lodge an objection within six weeks. The period begins on the date stated on the letter containing the decision. Ensure that you lodge an objection on time. Otherwise, we cannot process your objection. You send your notice of objection to the Municipal Executive of the Municipality of Lelystad, P.O. Box 91, 8200 AB Lelystad.  

Your objection must in any case contain the following information: 

- your name and address; 

- the date on which you write the objection; 

- your signature(s); -

 a clear description of the decision against which you are objecting (for example, you can mention the date and reference number of the letter or enclose a copy);

 - the reason why you disagree with the decision. 

You can also submit a pro forma notice of objection. This means that you notify us within six weeks that you object, but that you send the reasons for your objection at a later date.

 In addition, we would like to receive the following information from you:

- your telephone number 

- your email address

If someone else submits the notice of objection on your behalf, you must issue an authorization. 

It is also possible to submit your notice of objection electronically. To do so, go to www.lelystad.nl/bezwaar. You will also find more information there about submitting an objection. 

Submitting a notice of objection by email is not possible.

3. In person:

- Do you have an appointment, do you want to submit documents, or pick up an application form? Then report to the information desk in the city hall. This is possible from Monday to Friday from 8:30 AM to 5:00 PM. 

-Do you have a question? Then you can drop by without an appointment. You can do this from Monday to Thursday from 9:00 AM to 12:00 PM at counter 7.
