Apply for an exemption to access to a low emission zone

A milieuzone (low emission zone) is an area in a city where certain road vehicles are not allowed due to the level of pollution they emit. For example, diesel cars and lorry trucks. Are you unable to drive your vehicle in a low emission zone in the Netherlands because it doesn’t meet the emissions standards? You may be eligible for an exemption from the municipality.

There are 15 low emission zones in the Netherlands. For example, diesel cars and lorry trucks. There are also low emission zones for mopeds and motorbikes in Den Haag (The Hague) and Amsterdam.

On the milieuzones.nl website you can find out whether your vehicle is allowed in a low emission zone (in Dutch).

Applying for an exemption from the low-emission zone

Passenger and vans with diesel engines

The municipality has an environmental zone for passenger cars with diesel engines. Passenger cars with diesel engines are only allowed to enter the environmental zone if they have emission class 4 or higher. This also applies to cars with a foreign vehicle registration certificate. 

Freight traffic

The environmental zone also applies to trucks in the municipality. Trucks are only allowed to enter the environmental zone if they have an emission class of 6 or higher. This also applies to vehicles with a foreign vehicle registration certificate.

Where?

The environmental zone includes the Arnhem canals, Nieuwe Plein and Hoge Rijnkade and everything within that area. Airborneplein is not included. Lage Kade is also excluded. The boundary is marked on the environmental zone map.

Exemption

In some cases, you can apply for an exemption to gain access to the environmental zone.

The municipality has several exemptions:

Anyone can apply for a day exemption for all types of diesel cars with an emission class 3 or lower or freight vehicles with an emission class 5 or lower. You can apply for a day exemption for a maximum of 12 days per year per vehicle registration certificate. A day exemption for the environmental zone costs €36 and is valid for one calendar day, starting at 00:00 and ending at 06:00 the following day (a maximum of 30 hours). An exemption cannot be applied for retroactively.

A day exemption costs €36 per application. A long-term exemption (3 years) costs €282. You also pay the costs if you do not receive the exemption.

As an applicant, you can object to our decision on the environmental zone exemption. The notice of objection must be submitted no later than six weeks after the date of the decision.
