What is a sewage charge?

The sewage charge is a tax levied on households and businesses to pay for the maintenance and management of the sewage system. With the income, the municipality can also pay for the measures necessary to maintain the groundwater level and to process rainwater.

Who pays sewage charges?

Owners and/or users of a home or business premises pay sewage charges.

Please note: you only have to pay  rioolheffing (sewage charge) if you live in the Netherlands and are registered with a municipality.

You live in the municipality of Zutphen. In this municipality there are different sewerage and water care levy rates for owners. The municipality of Zutphen has abolished the sewage charge for users from tax year 2021.

If you are the owner on 1 January, you will pay owner sewage and water care levy for that year. Are you moving later in the year? Then you will not receive a refund. This is because the sewage and water care levy for the owner is a time tax. Your civil-law notary may be able to draw up a settlement. You must arrange this yourself.
