Municipality of Hoorn: changing your gender on official documents
Please note: you can only change the registration of your gender if you live in the Netherlands and are registered with a municipality.
If you are convinced that you belong to the opposite sex, you can have your sex changed in the birth certificate free of charge.
- You are 16 years or older.
- You were born in Hoorn (if you were born in another municipality in the Netherlands, you must apply for the change at that municipality).
- You have a statement from a designated expert showing that you are convinced that you belong to the opposite sex. The expert works at the LUMC (Leiden), UMCG (Groningen) or VUmc (Amsterdam) or is registered as 'expert transgender' in the BIG register. On the date of the appointment at the municipality, your expert statement is no more than six months old.
Do you not have Dutch nationality? Then you can only submit a request if you have a valid residence permit and have lived in the Netherlands for at least one year. More information can be found at www.transgenderinfo.nl.
You bring the following to the appointment:
- A valid ID.
- a statement from a designated expert stating that you are convinced that you belong to the opposite sex.
An appointment with the municipality.
Changing your gender in the birth certificate is only possible by appointment.
Important information for after the change in registration
Once your birth certificate has been changed, the municipality will update the Basisregistratie Personen – BRP (Personal Records Database). Public organisations whose systems are connected to the BRP will receive the changes automatically. Those organisations include:
- the Belastingdienst (Tax and Customs Administration);
- pension funds;
- the Rijksdienst voor het wegverkeer – RDW (Netherlands Vehicle Authority);
- the Sociale Verzekeringsbank – SVB (social insurance bank);
- health insurers.
You must inform other organisations yourself that the registration of your gender and, if applicable, your first names have changed.
Amendment of the registration your gender on your birth certificate is free of charge. However, you do have to pay for a new identity document (passport, identity card, driving licence).
