Municipality of Utrecht: exchanging a foreign driving licence for a Dutch driving licence

Please note: you must live in the Netherlands and be registered with a municipality to exchange a foreign driving licence. You must hand in your foreign driving licence when you apply. You are not allowed to drive until you have received your new driving licence.

  • Registered in the Basic Registration of Persons (BRP).
  • Nationality of EU or EFTA country or valid residence permit.
  • Valid driving license. Even if your EU/EFTA driving license is no longer valid you can exchange your driving license. Do you have an expired driving license from Switzerland, Iceland or Liechtenstein? Then you must submit a "Declaration of no objection to the issue of a Dutch driving license" with your application. You can request this from the issuing authority.
  • A driving license from outside the EU/EFTA may not be expired at the time you submit the application.
  • Have you lost your EU/EFTA driving license? We will make a statement of loss at the counter and you can exchange the driving license. For all other countries, the original driving license must be handed in at the time of exchange. If this is not the case, you cannot exchange the driving license (with the exception of some Caribbean islands).
  • Minimum age for a Dutch driving license.

  • your foreign driving licence
  • a valid identity document or a valid  residence permit for the Netherlands
  • In some cases, a gezondheidsverklaring (declaration of good health) from the Centraal Bureau Rijvaardigheid – CBR (Central Office for Motor Vehicle Driver Testing) if you have a category C, D, CE or DE driving licence. You must undergo a medical examination to obtain the declaration. You can find information about the statement and the examination on the CBR website.
  • 1 passport photo in colour  that meets the passport photo requirements. The passport photo must be no more than 6 months old at the time of application. You cannot have a passport photo taken at the municipality.
  • Debit card to pay for driver's license (preferably by card, but you can pay in cash).

Make an appointment

You will make 2 appointments. 1 appointment to apply for your driving license and 1 appointment to collect your driving license. Plan your collection appointment as soon as you have received notification from RDW that the Dutch driving license is ready for you at the municipality.

The fee for exchanging a driving licence is € 51,10.

You must pay that fee at the time of application.

It takes 2 to 4 weeks for the licences to be exchanged. You will receive a letter from the Rijksdienst voor het Wegverkeer – RDW (Netherlands Vehicle Authority) when you can collect your driving licence. You must collect your driving licence in person. You have 3 months to do this after you have received the letter from the RDW. After that time, the driving licence will be destroyed.
