Municipality of Lelystad: applying for study benefit for students with a disability
Please note: you can apply for a Studietoeslag (study benefit) only if you live in the Netherlands and are registered with a municipality.
The following conditions apply:
- You are 15 years of age or older;
- You live in Lelystad and are registered there;
- You have Dutch nationality, are from Europe, or have a valid residence permit;
- You are following a course of study for which you receive student finance or a contribution towards study costs (WSF or WTOS);
- You do not receive a Wajong benefit from the UWV.
- You are unable to work alongside your studies due to an illness or disability. This applies for an extended period. You must demonstrate this with a medical report from a recognized medical examiner. This report states that you are able to work less due to your disability.
The application form indicates which supporting documents you must attach. For example:
-A copy of a valid proof of identity: passport, identity card, or residence permit;
- The decision by the Education Executive Agency (DUO) that you are entitled to student finance. This may concern student finance under the Student Finance Act (WSF) or the Education Contribution and School Costs Allowance Act (WTOS).
-A copy or download of a bank statement showing the account holder's name and account number. A copy of a recent medical report from a recognized examining physician.
You apply for the student allowance via the Mijn Uitkering portal. You fill out a form there. You need a DigiD for this.
Are you under 18? Then your parent or guardian must also log in with DigiD.

You will receive a letter informing you of the outcome within 8 weeks of your application. What happens if the application is incomplete or more time is needed for the investigation? Processing may take longer than 8 weeks in such cases.
Do you disagree with this decision? Then you can lodge an objection within six weeks. The period begins on the date stated on the letter containing the decision. Ensure that you lodge an objection on time. Otherwise, we cannot process your objection. You send your notice of objection to the Municipal Executive of the Municipality of Lelystad, P.O. Box 91, 8200 AB Lelystad.
Your objection must in any case contain the following information:
- your name and address;
- the date on which you write the objection;
- your signature(s); -
a clear description of the decision against which you are objecting (for example, you can mention the date and reference number of the letter or enclose a copy);
You can also submit a pro forma notice of objection. This means that you notify us within six weeks that you object, but that you send the reasons for your objection at a later date.
In addition, we would like to receive the following information from you:
- your telephone number
- your email address
If someone else submits the notice of objection on your behalf, you must issue an authorization.
It is also possible to submit your notice of objection electronically. To do so, go to www.lelystad.nl/bezwaar. You will also find more information there about submitting an objection.
Submitting a notice of objection by email is not possible.

1. Digitally: Go to the digitale contactformulier. Under 'Waar gaat uw vraag over?' voor 'Uitkeringen/Sociale zaken'.. Your question will then go directly to the correct department.
2. By phone: Call us at 14 0320. You can do this from Monday to Friday between 8:30 AM and 5:00 PM.
3. In person:
- Do you have an appointment, do you want to submit documents, or pick up an application form? Then report to the information desk in the city hall. This is possible from Monday to Friday from 8:30 AM to 5:00 PM.
-Do you have a question? Then you can drop by without an appointment. You can do this from Monday to Thursday from 9:00 AM to 12:00 PM at counter 7.
