Municipality of Lelystad: applying for social assistance
Please note: you can only apply for bijstand (social assistance) if you live in the Netherlands and are registered with the municipality of Lelystad.
You can apply for social assistance from the municipality if you meet the following conditions:
- You live in Lelystad and are registered here;
- You have Dutch nationality, come from Europe, or have a valid residence permit;
- You are older than 18 years and do not yet receive a pension;
- You have insufficient income to live on;
- You are not entitled to any other benefit;
- You are not in prison;
- Do you live with your partner or have a joint household with someone? If so, the income and savings of that person are also taken into account.
- You are participating in activities offered to you by the municipality to find work.
- You must understand, speak, read and write Dutch to a sufficient standard. You are entitled to social welfare assistance even if your Dutch is not good enough. However, the municipality may reduce your welfare benefit if you do not do your best to learn Dutch.
- Are you between 18 and 27 years old? If so, you can also apply for social assistance on the condition that, first, you actively look for work or education for 4 weeks.
- Your Burgerservicenummer – BSN (citizen service number) and, if applicable, that of your partner and/or children.
- Your most recent bank statements and, if applicable, those of your partner and/or children.
- Your mortgage details if you own a home.
- Your email address.
- Your DigiD and if applicable, that of your partner.
- If you apply at the service desk, you will need a valid form of identitification.

You will receive a letter informing you of the outcome within 8 weeks of your application. What happens if the application is incomplete or more time is needed for the investigation? Processing may take longer than 8 weeks in such cases.
Do you disagree with this decision? Then you can lodge an objection within six weeks. The period begins on the date stated on the letter containing the decision. Ensure that you lodge an objection on time. Otherwise, we cannot process your objection. You send your notice of objection to the Municipal Executive of the Municipality of Lelystad, P.O. Box 91, 8200 AB Lelystad.
Your objection must in any case contain the following information:
- your name and address;
- the date on which you write the objection;
- your signature(s); -
a clear description of the decision against which you are objecting (for example, you can mention the date and reference number of the letter or enclose a copy);
- the reason why you disagree with the decision.
You may also submit a pro forma objection. This means that you submit an objection within six weeks and that you submit the reason why you disagree with the decision at a later date.
In addition, we would like to receive the following information from you:
- your telephone number
- your email address
If someone else submits the notice of objection on your behalf, you must issue an authorization.
It is also possible to submit your notice of objection electronically. To do so, go to www.lelystad.nl/bezwaar. You will also find more information there about submitting an objection.
Submitting a notice of objection by email is not possible.

2. By phone: Call us at +31 320 279320. You can do this from Monday to Friday between 8:30 AM and 5:00 PM.
3. In person:
- Do you have an appointment, do you want to submit documents, or pick up an application form? Then report to the information desk in the city hall. This is possible from Monday to Friday from 8:30 AM to 5:00 PM.
-Do you have a question? Then you can drop by without an appointment. You can do this from Monday to Thursday from 9:00 AM to 12:00 PM at counter 7.
