Municipality of Nieuwkoop: applying for a planning permit

The Environment Counter (online) will compile your application form based on your answers. You will receive an overview of what you must submit.
Permit-free construction
You will find a number of public brochures about permit-free building on the website of the Rijksoverheid (Government).
Neighbors
Almost every building plan also means a change for your environment. The execution of (construction) work also often causes some nuisance. It is therefore important that you inform your neighbors about your plans in good time. The Civil Code (Book 5, Title 4) lists the rights and obligations of owners of neighboring heirs (neighbours). You must comply with this when carrying out the (construction) work.
The municipality needs a number of data and drawings to process your application for an environmental permit. Drawings are also required for small structures such as a fence, fence or dormer window.
Which drawings do you provide?
For both the existing situation and the new situation, you must provide:
- Situation drawings indicating exactly where the (construction) work will be built, including the surrounding buildings and roads. The site plan also contains the following information: the dimensions of the plot, the layout of the parking facilities on the site, the way the plot is accessed and the location of the public road. Also include the dimensions of the structure, the distance from the structure to all plot boundaries and a north arrow on the drawing.
- Facade drawings of all facades (façade views).
- Floor plans that also state what the building will be used for.
- Sectional drawings.
- Detail drawings.
- All drawings contain clear dimensions and scale indication. How you measure is stated in the applicable zoning plan.
For the drawings, use the following scale:
- structures smaller than 10,000 m2 gross floor area: 1:100;
- structures 10,000 m2 or larger gross floor area: 1:200;
- situation drawing on a scale of 1:1000 or on a scale of 1:500;
- detailed drawings on a scale of 1:5, on a scale of 1:10, or on a scale of 1:20.
Data to be provided at a later date
You can choose to provide the construction calculations and drawings no later than three weeks before the start of the work.
The 2012 Building Decree Assessment Policy of the municipality of Nieuwkoop stipulates that if the construction costs are lower than € 50,000, no Building Decree test needs to be carried out. It is therefore your own responsibility that the structure complies with the 2012 Building Decree. If the construction costs are less than € 50,000, you do not have to provide any constructive data.
NB!
If your application is not complete, we will ask you to provide additional information. This means that the decision period for processing your application will be interrupted. The decision period starts again when the requested data has been received. It is important, among other things, that your application is complete in order to grant a permit quickly.

- You will see whether you need a permit.
- You can immediately apply for the permit online or in writing. For both options, use the Environment Counter. Log in with DigiD (for yourself) or with eHerkenning (for a company).
Consult in advance
You can also consult in advance about your permit application with the Environment Counter of the municipality of Nieuwkoop. You can call +31 172 521100, send an email to omgevingsloket@nieuwkoop.nl or make an online appointment to visit the counter in Nieuwveen town hall.
The cost depends on which all-in-one permit for physical aspects you apply for. Note that you must pay even if your application is rejected.
The municipality will need 8 weeks (standard procedure) to assess your application. It will sometimes take 26 weeks (extended procedure). This will be the case, for example, if you want something different from what is stated in the bestemmingsplan (zoning plan). The municipality can extend the period once for a period of 6 weeks.
Is your application declined? And do you disagree? Then you can object. Contact your municipality to do so.
Has your application been approved? Then others can also object to this decision.

Good to know
You may start work only once you have received the permit. If you start earlier, you may be required to undo the work at your own expense.
