Municipality of Hoorn: applying for a planning permit
Do you have construction or renovation plans? Do you want to demolish something, build a driveway, or cut down a tree?
Then you usually need an environmental permit.
You can check this yourself. Afterwards, you can also apply for a permit yourself.
If you are going to build, you must take into account the following topics:
Building Act
You must comply with the requirements of the Building Act 2012. This lists the technical building requirements for a building. This concerns safety, health and energy efficiency, for example. For more information, visit the website of the Dutch government.
Zoning plan
Your plans must fit within the zoning plan. You can find more information about zoning plans at www.ruimtelijkeplannen.nl. If your building plan does not meet the zoning plan, you can ask the municipality to deviate from the zoning plan. Contact the municipality for this.
Appearance requirements
If your exempt building work is in conflict with the appearance requirements, the municipality may require you to comply with the appearance requirements. Read more about these requirements in the appearance policy of the municipality.
Archaeology

Neighbourhood law
The rules of neighbourhood law apply to every renovation. Therefore, discuss your plans in advance with your neighbours. Neighbourhood law always applies, whether or not you need a permit. If your building plan is in conflict with neighbourhood law, you will have to sort this out with your neighbours. The municipality does not play a role in this.
Important to know:
- After the application, the municipality will send you a receipt notice. The municipality will assess whether your application meets all legal requirements. If any documents are missing, you will receive notice.
- The municipality will publish your application and decision in the 'Hoorns Nieuwsblad', on their own website, and via officielebekendmakingen.nl. For a common application, you will hear within 8 weeks whether you will receive an environmental permit or not.
- If you have received the environmental permit, interested parties, such as neighbors, have a maximum of 6 weeks to file an objection. Your permit is definitive if no objections are received. Sometimes, you are legally required to wait 6 weeks after receiving the environmental permit before you can start the work. This is the case, for example, if you are going to demolish or cut down something.
The costs for an environmental permit depend on:
- the number of activities for which you need a permit.
- the construction cost of your project.
Usually, the municipality decides within 8 weeks whether you will receive an environmental permit or not. This concerns frequent requests. In special cases, the municipality decides within 26 weeks.
