Municipality of Bergen (L): applying for a planning permit

Do you want to know whether you need an planning permit (omgevingsvergunning)? Or if you have to notify the authorities? You can do a permit check (vergunningcheck) at the Planning Permit online Service Desk (Omgevingsloket).

You need a planning permit for certain work on or around your home or business premises.

If you require a permit, you apply for it via the Omgevingsloket. On the Omgevingsloket, you will also find information on how far in advance you need to apply for the permit for your activity.

For an extensive application, the municipality first prepares a draft decision regarding your application. This draft decision is not yet a final decision. Anyone can provide input on this draft decision within 6 weeks. This is called submitting a public comment. If you do not agree with the draft decision, you must state why in your public comment.

You will automatically receive notification as to whether you will be granted the permit.

The documents and information you need depend on your application. Examples include:

  • A calculation or construction drawing;
  • Floor plans of the building's floors (scale 1:100 cm);
  • A site plan (scale 1:1000 to 1:1500 cm);
  • A drawing of the facade views (scale 1:100 cm);
  • Cross-sections and longitudinal sections (scale 1:100 cm);
  • Details regarding the appearance of the structure.

Ensure that you include drawings showing both the current and the new situation.

This is how you apply for planning permission:

  1. Go to the Omgevingsloket. Log in with DigiD (for yourself) of with eHerkenning (for a company).
  2. Do the permit check (vergunningcheck).
  3. See whether you need a permit, or submit a notification.
  4. You can apply for the permit immediately, or submit the notification.

The cost depends on which planning permit you apply for. Note that you must pay even if your application is rejected.

The municipality will need 8 weeks (short procedure) to assess your application. It will sometimes take 26 weeks (extended procedure). This will be the case, for example, if you want something different from what is stated in the zoning plan (omgevingsplan). The municipality can extend the period once for a period of 6 weeks.

Good to know

You may start the work only once you have received the permit. If you start earlier, you may be required to undo the work at your own expense.
