Municipality of Lelystad: applying for a personalised disabled parking space
Please note: you can only apply for a disabled parking space linked to a licence plate if you have a valid disabled parking card for drivers, live in the Netherlands, and are registered with a municipality.
You can apply for a disabled parking space as a driver if you meet all the conditions below:
- You have a disabled parking card for drivers that is valid for at least another 6 months.
- You have a valid driving licence.
- There is limited parking space in the area where you live.
- Traffic safety and traffic flow remain adequate.
- You cannot create a parking space on your own property.
- You do not have a private parking space.
Please note:
- If your disabled parking card is no longer valid or no longer needed, your right to the parking space ends.
- If your driver’s card is converted into a disabled parking card for passengers, we will reassess your application.
- If your right to the parking space expires, you will not receive a refund of the fees you have paid.
- Application Form
- Valid disabled parking card that is still valid for at least 6 months
- Copy of identity document
- Copy of driver’s license
- Proof of payment showing that you have paid part of the application fee.
You can submit an application for a disabled parking permit in two ways:
- Digitally via the Municipality of Lelystad website;
- On paper at the information desk in the City Hall.
Please complete the application form for a European disabled parking permit in full and include all required attachments with your submission.
To process and assess your application, you must first pay the application fee.
You can make the payment via Tikkie Zakelijk. You will receive a payment link by email at the email address you provided in the application.
You can also pay the application fee at the cashier desk of the city shop in the town hall. You will first receive a receipt. With this receipt, you can make the payment at the cashier desk. Please report to the information desk in the town hall first.
The total cost of the application is €233.85.
When submitting your application, you first pay €106.30. This is the first part of the fee.
If your application for a disabled parking space is approved, you will then pay the remaining amount of €127.55.
If your application is rejected or if you withdraw your application yourself, you will still need to pay the initial amount of €106.30.
A medical assessment is required for a disabled parking space. If you do not attend your appointment with the medical advisor, you must pay €143.50.
The legal period for processing your application is 8 weeks. We will try to assist you sooner if possible.
Installing the parking space
A traffic order is required to create a disabled parking space linked to a licence plate. This is required by law. You will only receive the parking space definitively after the traffic order has been published.
After publication, there is a period during which objections can be submitted. This period starts on the date stated in the decision and lasts 6 weeks.
If only a sign needs to be installed, this will be done immediately after publication.
If the parking space needs to be physically adjusted, for example with road markings, we will first wait for the 6‑week objection period to end.
This ensures that any objections can be handled before the work begins.
Questions about this decision
If the decision is unclear or if you have any questions, we invite you to contact a traffic specialist from the Spatial Development and Policy team of the Municipality of Lelystad by phone (tel. 14 0320). We will go through the decision with you again and provide additional explanation if needed. This may prevent you from having to write a formal notice of objection.
Filing an objection
If, after receiving additional explanation, you still do not agree with our decision, you may file an objection.
You must submit your objection within six weeks. This period starts on the date stated on the decision letter.
Make sure you submit your objection on time. Otherwise, we cannot process it.

Your notice of objection must include at least the following information:
- your name and address
- the date on which you are writing the objection
- your signature(s)
- a clear description of the decision you are objecting to (for example, you may include the date and our reference number from the letter, or attach a copy)
- the reason why you disagree with the decision
You may also submit a pro forma objection. This means that you inform us within six weeks that you wish to object, but that you will send the reasons for your objection at a later time.
In addition, we would like to receive the following information from you:
- your telephone number
- your email address
If someone else submits the objection on your behalf, you must provide an authorization.
It is also possible to submit your objection electronically. Go to www.lelystad.nl/bezwaar. You will also find more information there about submitting an objection.
Submitting an objection by email is not possible.
You may also request a provisional injunction (a temporary measure) from the District Court of Midden‑Nederland, P.O. Box 16005, 3500 DA Utrecht.
