Municipality of Goeree-Overflakkee: applying for an EU parking card for people with disabilities
Do you have a disability? Then you can apply for a disabled parking card. Healthcare institutions can also apply for a parking card. You can ask for the parking ticket at the municipality.
Description
With a disabled parking card (GPK) you can park in disabled parking spaces in all EU countries), Liechtenstein, Norway, Iceland and Switzerland. You must adhere to the local parking rules.
The GPK is registered in the name of a person. The GPK is not registered on the registration number. You can use the card for any car. The GPK is valid for a maximum of 5 years.
There are three types of cards:
driver card
You cannot walk independently more than 100 meters for at least six months. Not even with aids, such as a cane or crutches. You can drive your own car.
passenger card
You cannot walk independently more than 100 meters for at least six months. Not even with aids, such as a cane or crutches. You cannot drive a car yourself. You constantly need the help of a driver.
You can also request a combination of a driver card and a passenger card. For example, if you are permanently in a wheelchair.
Wheelchair dependent
If you are permanently confined to a wheelchair, you are without a doubt eligible for a GPK (driver card and/or passenger card). In most cases, a medical examination will take place to determine whether you are permanently confined to a wheelchair.
The main conditions for applying for a disabled parking card for a driver or passenger are:
You have had a medical examination. You cannot walk 100 meters in a row. You drive the vehicle yourself (driver card), or You are dependent on the driver's assistance (passenger card) from door to door.
If you are sometimes a driver and sometimes a passenger, you can apply for a combination card. You then request a card for both situations.
You can request a GPK in writing from the municipality of Goeree-Overflakkee, Postbus 1, 3240 AA Middelharnis. Use the form 'Request for disabled parking card' that you can find at the bottom of this page. Two good-looking passport photos with your surname and date of birth on the back must be attached to the application.
Medical examination
If you send your completed application form to the municipality, the municipality will forward your application, if it concerns a new application, to the SAP Foundation. This body takes care of the assessment for the municipality. A medical examiner determines whether there is a limitation. The municipality provides an inspection. You do not need to make an appointment for this yourself. You will receive a written/telephone call for the inspection from the SAP Foundation. An inspection takes an average of 20 minutes.
What do you do if you are unable to attend (no show)?
If due to circumstances you are unable to appear at the inspection, we request that you inform the inspection body 24 hours in advance.
When is a medical examination not necessary?
If sufficient medical information about you is known to the municipality (for example from an application to the Social Support Act), an examination is not necessary in some cases. In the case of an extension, a renewed medical examination is not necessary in certain cases, if this has been established during a previous examination. The municipality of Goeree-Overflakkee determines whether or not an inspection is necessary.
The research
The medical examination by the SAP Foundation is different from a medical examination as you are used to by your general practitioner or by a specialist. Based on your story, the doctor of the SAP Foundation will assess your medical situation, the resulting limitations and thus your mobility (especially the ability to walk). This means that in addition to a conversation, observation of your functioning and possibly a limited physical examination can take place. If necessary, the doctor will, with your permission, request information from your practitioner(s). We ask you to bring an overview list of your medicines, or to bring the medicines yourself to the doctor's office hours.
How further?
The doctor of the SAP Foundation advises the municipality. You will then receive a written decision from the municipality. If you do not agree with the decision, you can lodge an objection.
If you have been informed that the requested GPK will be provided to you, you can collect the card in person at the town hall, Koningin Julianaweg 45 in Middelharnis. You do not need to make an appointment for this.
Withdraw request
After two cancellations for the inspection, your application for a GPK will automatically lapse, you should bear in mind that costs are involved. Even if you decide to withdraw the application, as soon as it has been submitted to the SAP Foundation, costs associated with this.
Disabled parking card lost
If you have lost your GPK, you must report this to the municipality as soon as possible. A statement of loss will then be drawn up in consultation with you, which you must sign.
- Disabled parking card: € 35.00
- When the application is withdrawn disabled parking card without medical examination: € 27.00
- Medical examination including home visit by an examining physician for the application € 179.00
- When the application for a disabled parking card is withdrawn where the request for a medical examination has already been submitted to SAP: € 55.00
- Refusal of issuing a disabled parking card by the medical examiner: € 16.00 (excluding the costs of a medical examination; please note that the costs for the medical examination will also be charged if your application is rejected).
the municipality will make a decision within 8 weeks of receiving your application. The municipality may extend this term once.
You can object to the decision on your application. Do this within 6 weeks. Do you subsequently disagree with the decision on the notice of objection? Then file an appeal with the court.
