Municipality of Culemborg: applying for an EU parking card for people with disabilities
There are three types of cards:
- Driver card: If you are physically limited but can drive a car independently.
- Passenger card: If you are physically limited and cannot drive a car independently. You depend on a driver.
- Institution card: If you are staying in a healthcare institution. The institution can receive an institution card.
You can also apply for a combination of a driver card and a passenger card. For example, if you are permanently wheelchair bound.
- The parking card is in the name of a person.
- The parking ticket is not registered.
- You can use the card for any car.
- The parking card is valid for a maximum of 5 years.
Are you applying for a disabled parking card? Then a medical authority will examine your physical disability. The municipality determines which authority.
You can only apply for a disabled parking card if you live in the Netherlands and are registered with a municipality.

The application has 3 phases:
Application
Submit your completed and signed application form to the Wmo department.
Advice
The WMO consultant forwards your application to an independent consultancy. An expert from this agency will investigate whether the requested facility is medically necessary. Subsequently, the independent consultancy will issue an indication recommendation to the municipality. With an extension after 5 years, a new medical examination is not always necessary. If the grant is awarded for less than 5 years, a new medical examination will take place upon renewal.
Decision
The Wmo consultant advises the Municipal Executive. You will be notified once the Board has made a decision.
The disabled parking card costs: € 97.45
The disabled parking card including medical examination costs: € 190.00
You will receive a message from the mayor and aldermen within 8 weeks of submitting the application. This notice will contain either a decision or a letter stating why the deadline has been exceeded and when you can expect a decision.
