Municipality of Arnhem: applying for an EU parking card for people with disabilities
You can apply for a European Union (EU) parking card for people with disabilities if you are registered in the municipality of Arnhem. This allows you to park for free in the general parking spaces for people with disabilities.
There are 3 types of parking cards:
Different conditions apply to the different types of cards.
Driver's card
- You have had a disability for at least 6 months or a disability that is getting worse.
- You are unable to independently walk more than 100 meters at a stretch with a cane or crutches.
Passenger card
- You have a disability and cannot drive yourself.
- You are unable to walk independently more than 100 meters distance at a stretch with a cane or crutches, and you are always dependent on driver assistance.
Children can also apply for a passenger card. They must meet the same conditions.
Card for facilities
Care facilities housing people with disabilities can apply for a European Disabled Parking Card for transporting residents. This does not require a medical examination. How many cards the board can apply for depends on the number of residents. And on the number of vehicles the institution uses to transport the residents.
You can pick up the parking card for people with disabilities at parking service P1 . Please bring the following with you to the appointment:
- 1 recent passport photo
- valid identification.

Medical examination on initial application
You will always have a medical examination when you first apply for a European parking card for people with disabilities. You must pay for this examination. You do this directly with your application. After your application, you will receive an invitation from Argonaut for the medical examination. Argonaut is the organization that performs the medical examinations.

You will not get a refund for the medical examination. Not even if the doctor's recommendation is negative or if you do not come to the appointment for the examination.
You pay the cost of the medical examination directly at the time of your application. You pay the cost of the European parking card when you collect the card.
We will process your application within 8 weeks of the medical examination.
