Municipality of Deventer: applying for an affordable housing permit

Are you buying an affordable newly built home in Deventer? If so, you’ll need a housing permit starting June 1, 2026.

We consider a home to be affordable if it is listed for a price of up to €420,000 (2026 price level).

Priority

Within Deventer, there are rules governing the allocation of affordable new-construction homes for sale. For 50% of these homes, priority is given to people with ties to Deventer. If you purchase one of these homes, the seller will let you know whether your home was allocated on a priority basis.

Through the housing permit, we verify that the sale of homes is conducted in accordance with the rules.

How does it work?

If you’re buying a newly built home priced up to €420,000, always apply for a housing permit—even if you weren’t given priority when purchasing the home.

Requirements:

You are at least 18 years old.
You are a Dutch citizen or are lawfully residing in the Netherlands.

We need the following information from you:

Applicant(s): name, address, city of residence, date of birth, contact information, and, if applicable, residence status;
Residential property: the address or lot number and the purchase price of the home;
Priority: Was your housing unit allocated on a priority basis? If so, please submit documentation showing that you, as the applicant, have ties to the community. For example, a (copy of) an extract from the Basic Registration of Persons showing your housing history;
Sale: a written statement from the seller indicating that he or she is willing to sell the dwelling to the applicant(s).
